Capability Intelligence
Capability Intelligence at /company/capabilities maps the skills and certifications your team holds, compares them against target goals, surfaces gaps, and generates recommendations to close them. The page has nine tabs: Overview, Heat Map, Goals, Inventory, Gaps, Recommendations, AI Planner, Templates, and Partners.
Company members can view all tabs. Creating and editing goals, recomputing scores, generating AI plans, managing partners, and creating templates or slots from recommendations are company_admin actions.
Read the overview
Goal: get a high-level read on your capability posture.
- Open /company/capabilities on the Overview tab.
- Review the KPI cards — Skills in Inventory, Certifications, Active Goals, and Avg Goal Score — the Company Capability Radar, and a summary of your active goals.

Goal: see where you are strong and where you have gaps, by scenario.
- Open the Heat Map tab.
- Choose a scenario to decide who counts toward coverage: Internal Only, Confirmed Staff, All Available, With Partners, or Full Ecosystem.
- Skills are grouped by domain. Each pill is color-coded — Strong, Good, Developing, or Gap — and shows the person count. A flag icon means the skill is required by a goal.
- Click a skill to open the drill-down panel: who covers it (with proficiency and verified status), partner coverage, and open roles requiring it. From here use Find talent or Create a goal.
- Toggle Compare two scenarios to view Scenario A vs. Scenario B side by side; differing skills are outlined.
/company/capabilitiesScenarios let you ask "what if?" — for example, comparing Confirmed Staff with With Partners shows exactly which gaps a partner network would close.
Set and track goals
Goal: define target capability states and measure progress.
- Open the Goals tab. (Admins) click New Goal, set a name, type, status, and priority.
- Expand a goal to see its requirements (skill/cert, minimum proficiency, target headcount, criticality), the latest snapshot radar, and Top Gaps.
- (Admins) use Recompute Score, Add Requirement, or the AI buttons — Generate AI Narrative, Generate Scenario Comparison, and (for partnership goals) Generate Partner Readiness Plan.
/company/capabilitiesA Stale badge means the goal needs a recompute to reflect current data.
Browse inventory and gaps
Goal: see what you have and what you're missing.
- Inventory lists all Skills and Certifications with people count, verified count, and average depth.
- Gaps ranks shortfalls by severity — critical, major, minor — with current vs. target headcount. Use Export PDF to share. Run a recompute on your goals if no gaps appear.
Act on recommendations
Goal: close gaps with concrete actions.
- Open the Recommendations tab and (if you have several goals) select a goal.
- Recommendations are grouped by type — hire, train, certify, reassign, partner, create role template, create project slot, verify — with rationale and priority. Filter by type, status, or priority.
- (Admins) update a recommendation's status, generate supporting AI plans (hiring brief, training plan, certification plan, partner readiness), or click Create Template / Create Slot to turn a recommendation into action.
- (Admins) Regenerate recomputes recommendations from the latest snapshot.

- AI Planner — manage AI-generated plans (narratives, scenario comparisons, hiring briefs, training/certification plans, partner readiness, executive summaries). (Admins) Accept, Dismiss, or Archive a plan, choosing a visibility level on accept.
- Templates — browse pre-built capability goal templates and (admins) Create Goal from Template.
- Partners — (admins) add partner organizations and their capabilities; their coverage feeds the With Partners and Full Ecosystem heat-map scenarios.
Plans show an AI Enhanced badge when generated by the model, or AI Unavailable — Fallback when a structured fallback was used because the AI service was unreachable.
